Can I Use ESA Funds for Spanish Classes?

Short answer for 2026–27

Yes, in ten of the eleven programs in Alabama, Arizona, Arkansas, Florida, New Hampshire, North Carolina, South Carolina and Wyoming, Spanish classes are covered with conditions, usually as tutoring, an online course or curriculum from an approved provider. Alabama and South Carolina list foreign language as an approved subject. North Carolina's ESA+, which is only for students with disabilities, allows foreign-language tutoring, but it does not count toward the yearly academic spending requirement. West Virginia's Hope Scholarship rules do not name foreign languages, so families there should ask the Hope Scholarship Board before buying. Based on records verified October 15–19, 2026.

How this table is compiled: sources and methodology.

To find providers, use the directory instead of a list on this page:

The full provider directory shows each provider's status for every program and payment route.

What does "not addressed" mean in West Virginia?

The Hope Scholarship's documents list "reading, language, mathematics, science, social studies, or the arts" and "supplemental or elective educational courses", but none of them names foreign-language classes, tutoring or materials. "Language" appears with reading and mathematics in the testing subjects, so it is not evidence either way.

That is why the record says "not addressed": it is neither covered nor not covered. Families can ask the Hope Scholarship Board through the Qualifying Expense Request Form before they buy, and keep the answer.

North Carolina: allowed, but not counted toward the requirement

North Carolina's ESA+ is only for students with disabilities who require special education services. Foreign-language curriculum can be bought in the ClassWallet Marketplace, and foreign-language tutoring is paid through Pay vendor to a provider enrolled with SEAA.

From 2026–27, families must also meet a minimum academic spend: At least $500 per student per school year (ESA+ is for students with disabilities only. Foreign language, art and music tutoring, educational technology, educational therapy and transportation are allowable but do not count. The Home School timeline lists a 'Minimum Spending Deadline' in May (no exact day).)[source] Checked . Spanish tutoring is allowed, but it is in the "Tutoring (Other)" category, so it does not count toward that amount.

Alabama and South Carolina: an approved subject

Both states pay only for what is on their approved expenses lists. Foreign language is on both lists, for tutoring, textbooks and approved online courses. The provider must still be approved by the department and registered with ClassWallet, and neither state reimburses families, so lessons are paid through Pay Vendor with an invoice.

How does each route work for a Spanish class?

The same Spanish class can fall into different categories, and each category has its own rules.

As tutoring. A live lesson with a tutor, one-to-one or in a small group, usually counts as tutoring. The tutor rules apply: a degree or certification in Alabama and South Carolina, a high school diploma or higher in Arizona, and a place on the approved or enrolled list in New Hampshire, North Carolina, West Virginia and Wyoming. In Florida, part-time tutors need one of the listed credentials; the language-test (ACTFL) route is available for other languages but not for French, German or Spanish. The tutoring guide has the full rules.

As an online course. A course from an online school is covered when the provider is approved. North Carolina covers online classes only when they are live and taught by an enrolled provider. Florida's FES-EO covers a stand-alone online class only when it has no live instruction, and full-time online instruction is excluded.

As curriculum. A Spanish curriculum for grade 4, workbooks or a self-paced course is usually curriculum or instructional material. It is bought in the program's marketplace or, where allowed, reimbursed. Wyoming does not reimburse foreign-language materials, because foreign language is not one of the core content areas named for curriculum reimbursement.

Example: paying for SpanishVIP in each state

SpanishVIP, an online school offering live one-to-one and small-group Spanish classes for children and teens, has a record in every state on this site. The table below comes from its provider record: the status and route for each program, what its own page or the official list says, and the condition recorded with it. A "conditional" status means it can be paid only when the condition is met.

How this table is compiled: sources and methodology.

What the conditions mean for a family in practice:

  • North Carolina: the record is conditional. NCSEAA's provider database lists SpanishVIP, but SpanishVIP's North Carolina page says approval and payment setup are still being completed. ESA+ is only for students with disabilities.
  • South Carolina: the record is conditional because SpanishVIP is not on the South Carolina approved provider list read for the record, and its page asks families to confirm the ClassWallet payment setup first.
  • West Virginia: the record is conditional because SpanishVIP was not on the public Participating Service Providers list when it was read; families should check that the offering appears in the Marketplace before booking.
  • Florida: each of the three programs is conditional on the instructor meeting Step Up For Students' requirements and the service being approved in EMA.

The Preply guide shows how to check a tutoring platform that is not publicly confirmed. The private language tutor guide covers hiring your own Spanish tutor.

Rules change during the year. Check your program's current handbook before you buy. State pages: Alabama, Arizona, Arkansas, Florida, New Hampshire, North Carolina, South Carolina, West Virginia, Wyoming. See also our disclaimer.

Frequently asked questions

Is a Spanish class paid as tutoring or as an online course?

It depends on the program and on how the class is taught. A live lesson with a teacher is usually tutoring or a live online class. A course the student works through alone is usually curriculum. Each route has its own rules about who the teacher must be and how the provider is paid, so check the route before you book.

Does a Spanish tutor need a teaching certificate?

Not in every program. Alabama asks for accreditation, a bachelor's degree or state certification, plus a background check. South Carolina asks for at least a bachelor's degree. Arizona asks for a high school diploma or higher, or a company attestation. In Florida, part-time tutors need one of the listed credentials, and the language-test (ACTFL) route does not apply to Spanish.

Can ESA funds pay for a Spanish immersion trip abroad?

The records name this as excluded in several programs. Arkansas excludes study-abroad programs and out-of-state travel, New Hampshire excludes trips outside the U.S., and North Carolina excludes language travel or programs abroad.

Do Spanish lessons count toward North Carolina's academic spending requirement?

No. ESA+ families must spend At least $500 per student per school year (ESA+ is for students with disabilities only. Foreign language, art and music tutoring, educational technology, educational therapy and transportation are allowable but do not count. The Home School timeline lists a 'Minimum Spending Deadline' in May (no exact day).)[source] Checked on tuition or on core-subject curriculum and tutoring, and foreign-language tutoring does not count toward it, although it is still an allowable expense.

Can I use my child's funds for my own Spanish classes?

The programs pay for the student's education. North Carolina's record names classes for parents as not covered, and Arkansas excludes consulting services provided to a student's parent. Ask your program before paying for anything that is not for the student.
