Conditions

Music lessons are an allowable tutoring or teaching service, and the tutoring credential rules apply. For non-academic businesses, tutors may hold 'a certification in the area of instruction'. Instruments are supplemental material (not 'general'), so curriculum documentation still applies after July 1, 2026, though the item need not be listed as required on it (SET §1.1). Instrument accessories and maintenance are general education supplemental material (attestation from July 1, 2026). Music classes at a public school and instrument rental fees at a qualified school are also allowed. Music therapy is for students with a disability only. ADE issues the ClassWallet debit card only to account holders who have a student with a disability and who opt in through the ESA parent portal (ADE ESA Support, 'ClassWallet Pre-Paid Debit Card', checked 2026-10-15).
