What is covered, conditions and how to pay

Status

Covered with conditions. Covered; parent-written curricula must include the handbook's required elements.

Conditions

Must be a course of study for content areas or grade levels. Off-the-shelf (purchased) curriculum is approved as an allowable expense under state law and needs no further justification. A parent-prepared curriculum used to support supplemental material or classes must include: student name, course of study, learning objectives, method of teaching/lesson plans/activities, and the supplemental material needed. A class at a business that is not a qualified school is allowable as a course of study if the Account Holder provides a curriculum for it. ADE issues the ClassWallet debit card only to account holders who have a student with a disability and who opt in through the ESA parent portal (ADE ESA Support, 'ClassWallet Pre-Paid Debit Card', checked 2026-10-15).

Limits

Online subscriptions and memberships are for the contract year only. Multi-user (family) subscriptions are not allowed unless itemized per student.

Not allowed

Family or multi-user subscriptions without per-student itemization; paying the Account Holder or a parent (for example, to write the curriculum).
